Education functions as a dynamic system composed of three interrelated domains: input, process, and output. Each of these components influences the others, creating a cycle that determines the overall success of an educational institution. Among these, the process component is particularly dependent on the availability and quality of educational resources. These resources include personnel, funding, facilities, and infrastructure---all of which must be effectively managed to ensure optimal learning outcomes.

According to Law No. 2 of 1989, and later reaffirmed in Law No. 20 of 2003 concerning the National Education System in Indonesia, educational resources must be utilized and managed by various stakeholders including the government, the community, and the learners themselves. Consequently, the management of educational resources is central to the realization of an efficient and effective education system, particularly within the context of Islamic education.

Basic Framework of Islamic Educational Resource Management

From an etymological standpoint, management refers to the systematic and efficient use of resources to achieve defined goals. In the context of Islamic education, educational resources include human resources, teaching methodologies, facilities, financial assets, instructional tools, and market alignment. These components are essential for enabling educators and administrators to implement programs that meet institutional objectives.

The primary goal of educational resource management is to enhance the capabilities and performance of institutions, ensuring they remain competitive and responsive to both internal and external demands. This requires the application of management principles such as division of labor, delegation of authority, organizational discipline, unity of command and direction, and the prioritization of institutional interests. Moreover, equitable compensation, appropriate centralization, operational order, and job stability contribute to a more resilient educational organization. Fostering initiative and promoting collaboration among stakeholders are equally important and must be adapted to the specific context of the institution.

Functions and Principles of Educational Resource Management

Educational management encompasses a structured set of processes and activities aimed at achieving institutional goals through collective effort. Key functions include planning, organizing, leading, coordinating, motivating, and supervising. Each function contributes to the overall coherence and effectiveness of the organization. Unity and shared purpose are crucial for ensuring that all elements of the educational system operate harmoniously.

Efficiency in management must also account for economic and social costs, including any negative externalities. A strategic approach involves integrating efficiency principles into operational procedures at both the programmatic and service levels.

Human resource management plays a pivotal role in this process. Human capital is not only viewed as a central organizational asset but also as a strategic partner in achieving institutional success. The modern role of HR management in education involves talent development, leadership formation, and performance optimization---each of which is critical in responding to the evolving demands of the educational sector.
