From the book A Voice for a Just Peace. "A Collection of Speeches by Ali Alatas" at page 147 mentions the article about The ASEAN Regional Forum and Asia-Pacific Security. This article was excerpts from, "The Asia Pacific Security Situation," Remarks at the first meeting of The ASEAN Regional Forum (ARF) Bangkok, 25 July 1994. Our distinguish RIP Mr. Ali Alatas explained confidently on the unity in diversity that :
1. The intensity and frequency of policy intersections among these major powers as well as the influence they exert on the smaller countries of the region have always had and will continue to have a direct bearing on the political and economic realities in the region;
2. ARF is an exercise in preventive diplomacy in the most positive  send as it attempts to manage strategic  change in such a way that a new equilibrium among the major powers in the Asia Pacific region could evolve gradually and peacefully over the next decade;
3. This Forum is unique in that it was not established in response to ant threat or crisis. Rather, it was established at a time when the Asia Pacific region was enjoying an economic boom and relative peace. Thus the ARF is an exercise in preventive diplomacy in yhe most positive sense as it attempts to manage strategic change in such a way that a ne w equilibriium among the major powers in the Asia Pacific Region could evolve gradually and peacefully over the next decade. In tandem with APEC and ASEAN and with the various organizations for economic cooperation in the region, the ARF may turn out to be the ultimate confidence building measure in this of the world.
