Understanding The Concept Of Educator And Educational Personnel Management

The crucial role of educators and educational personnel (PTK) in determining the quality of education underlies the importance of strategic human resource management. The assumption is that effective PTK management is directly proportional to institutional quality improvement. However, there are problems/gaps when this management is still partial and administrative in nature, so that the potential of PTK has not been optimized. The purpose of this paper is to outline a comprehensive concept of PTK management, from recruitment to continuous competency development, to ensure their maximum contribution to the achievement of educational goals. Let's look at the Concept of Educator and Education Personnel Management as follows:

First, the basic concept of managing educators and educational personnel. The management of educators and educational personnel (PTK) is a strategic and integrated approach that aims to manage human resources in the educational environment as a whole. This concept is not limited to administrative activities, but also includes a series of systematic managerial functions. Starting from careful personnel needs planning, this process continues to the recruitment and selection stage to attract the best individuals who meet the qualifications and needs of the institution. After that, targeted placement, structured career coaching, and continuous competency development are carried out. The main objective is to ensure that every PTK can carry out their duties and functions effectively and efficiently, so that they are able to contribute maximally to the achievement of the vision, mission, and goals of the educational institution as a whole.

Second, the essence of educators and educational personnel in the constellation of educational resource management. Within the framework of educational resource management, educators and educational personnel are fundamental pillars that determine the success of the teaching and learning process and the operation of the institution. Educators, which include teachers and lecturers, are the main actors whose roles are irreplaceable in transferring knowledge, shaping character, and being role models for students. They are at the forefront of achieving the national education vision. On the other hand, educational personnel---including administrative staff, librarians, laboratory assistants, and technicians---play a vital supporting role. Without their support, administrative, technical, and managerial activities would not run smoothly, thereby hindering the educational process. The two are an inseparable synergistic unit; the success of educators is highly dependent on the effectiveness of educational personnel, and vice versa.

Third, the qualifications and competencies of educators and educational personnel. The quality of PTK is measured by two main standards: qualifications and competencies. Qualifications are absolute formal requirements, including formal education levels (e.g., Bachelor's degree for teachers or Diploma for certain technicians) and skill or professional certifications legally recognized by the government. Meanwhile, competence is the mastery and application of a set of knowledge, skills, and work attitudes needed to carry out tasks professionally. For an educator, this competence is divided into four main pillars: pedagogical (ability to manage learning), personality (wise and authoritative attitude), social (ability to interact), and professional (mastery of teaching material).

Fourth, the scope of activities in managing educators and educational personnel. The scope of PTK management is an integrated and sustainable human resource management cycle. These activities include various stages, namely: 1. Planning human resource (HR) needs, 2. Recruitment and selection of PTK candidates, 3. Placement according to expertise, 4. Provision of compensation and rewards, 5. Coaching and competency development through training, 6. Termination or retirement process.

Summary: PTK management is a strategic process from recruitment to termination to ensure qualified and competent personnel. Its essence is to maximize the central role of PTK as a determinant of education quality through the fulfillment of qualifications and continuous competency development.
