The crucial role of educators and educational personnel (PTK) in determining the quality of education underlies the importance of strategic human resource management. The assumption is that effective PTK management is directly proportional to institutional quality improvement. However, there are problems/gaps when this management is still partial and administrative in nature, so that the potential of PTK has not been optimized. The purpose of this paper is to outline a comprehensive concept of PTK management, from recruitment to continuous competency development, to ensure their maximum contribution to the achievement of educational goals.
