Efficiency and Professionalism in the Management of Educators and Education Personnel

Education is a strategic instrument in building the civilization of a nation; however, its quality is often hampered by weak management of educational human resources. The imbalance between the qualifications and competencies of educators and education personnel creates disparities in quality and results in low national competitiveness. The underlying assumption is that professional management of educators and education personnel is the key to the success of education. The evident gap is the lack of equitable distribution of qualified personnel, which hinders the optimal achievement of educational goals. Therefore, this paper aims to elaborate on the basic concepts, essence, qualifications, competencies, and scope of managing educators and education personnel from both national and Islamic educational management perspectives.
First, the management of educators and education personnel is part of human resource management in education, focusing on organizing human roles in the implementation of education. Etymologically, management refers to planning, organizing, implementation, and evaluation. In the educational context, management is directed toward creating meaningful, enjoyable, creative learning environments that enhance quality. According to Law No. 20 of 2003, education personnel are responsible for administration, management, supervision, and technical services. Thus, the basic concept emphasizes the integration of educators and education personnel to ensure that educational functions run effectively, efficiently, and are oriented toward national goals.
Second, educators are professional staff with the main duty of teaching, guiding, training, assessing, and evaluating students. They include teachers, lecturers, counselors, tutors, instructors, and facilitators as regulated in the National Education Law. Meanwhile, education personnel are members of society appointed to support the organization of education, such as administrative staff, librarians, technicians, laboratory assistants, supervisors, and school principals. Their essence lies not only in task execution but also as strategic partners in ensuring educational success through academic and administrative roles. The synergy between educators and education personnel forms the foundation of sustainable educational quality.
Third, qualifications are the minimum requirements that educators and education personnel must meet according to type and level of education. Teachers must hold at least a bachelor’s degree (S1/D-IV), while lecturers must possess a master’s degree (S2) along with a teaching certificate. Educators must demonstrate pedagogical, professional, personal, and social competencies. Education personnel are also required to have managerial, technical, service, and leadership competencies. These qualifications and competencies are regulated in Law No. 14 of 2005 and supporting ministerial regulations. Fulfillment of these standards ensures that educators and education personnel can perform their functions professionally, with dignity, and in line with contemporary developments.
Fourth, the scope of management includes the entire cycle of human resource management in education. This consists of workforce planning, recruitment, selection, placement, training, compensation, career development, and performance evaluation. In addition, welfare, motivation, and rewards are integral aspects that influence work productivity. The principles of effectiveness, efficiency, justice, and sustainability must underlie every stage of management to enable educators and education personnel to contribute optimally. Thus, management is not merely administrative but also emphasizes the development of human potential to strengthen educational quality.
Summary
The management of educators and education personnel is the cornerstone of improving educational quality. By meeting qualifications and competencies, supported with systematic and fair management, educators and education personnel can play a strategic role in realizing national educational goals.
