Currently, there is a strong push for Islamic schools to be managed in a more professional manner and keep up with the times, with the aim of enabling them to compete with other institutions. These institutions can no longer rely solely on traditional methods but must adopt effective and efficient management principles. The main phenomenon is a conscious effort to achieve competitive advantage through structured resource management, with a primary focus on human resources (HR). The assumption is that if modern management principles do not conflict with Islamic teachings, and can even be enriched and given a stronger spiritual foundation by Islamic values, then the quality of education will improve significantly and sustainably. However, there is a problem/gap between expectations and reality. The expectation is that Islamic schools will be managed well and in an orderly manner, but in practice, many are still confused about how to manage their resources systematically, resulting in inefficiency and low competitiveness. The purpose of this material is to present a holistic conceptual framework as a guideline for leaders of Islamic educational institutions to manage resources effectively and efficiently, through a synthesis of modern management approaches and Islamic values, in order to achieve sustainable competitive advantage. Let's look at the Basic Framework for Educational Resource Management as follows:
First, the basic framework for managing Islamic educational resources. Etymologically, management is the effective and efficient utilization of resources. According to Law No. 20 of 2003, educational resources are everything used in the implementation of education, including educational personnel, the community, funds, facilities, and infrastructure. The definition of Islamic education management is the process of organizing Islamic educational institutions by involving Muslim human resources and other non-human resources to achieve Islamic educational goals effectively and efficiently. Henry Fayol put forward 14 principles, including division of work, unity of command, and esprit de corps. These principles are flexible and adaptable to needs.
Second, the function of managing educational resources. Experts define the functions of modern management differently, but they generally include planning, organizing, actuating/leading, and controlling. The management function in the Islamic perspective, where the concept of management is already stated in the Qur'an and Hadith, includes: Planning (): As stated by Allah in QS. al-Hashr [59]: 18, Organizing (): Referring to QS. Ali Imran [3]: 103, which emphasizes the importance of unity, Leadership (): In accordance with QS. Al-An'am [6]: 165, which explains that humans are rulers on earth, Coordination (): Inspired by QS. Al-Baqarah [2]: 208, which invites people to enter Islam as a whole (kaffah), Motivation (): Driven by verses such as QS. Ar-Ra'du [13]: 11, which states that Allah will not change the fate of a people until they change it themselves, Supervision (): The main supervision comes from Allah SWT, as explained in QS. Al-Mujadalah [58]: 7.
Third, the effectiveness of the use of educational management resources. Demanding efficiency, educational institutions as public sector organizations are required to provide more efficient services. The central role of human resources in the context of education is that of educators and educational personnel who play a role in realizing national education quality. In Islam, humans have two main tasks, namely as Khalifah fi al-Ardh (representatives on earth) and as servants ('abid).
Fourth, the scope of educational resource management: Human Resources. Organization & Institutions. Curriculum & Learning. Financing. Facilities & Infrastructure. Technology & Information Systems. Public Relations. Educational Services Marketing. Human resources are the central factor that drives the other seven components to achieve sustainable competitive advantage.
Summary: Educational management is the effective and efficient use of all resources (human, financial, facilities, curriculum) to achieve objectives. The human element plays the most strategic role because it is humans who manage and mobilize all other resources to achieve these objectives.
