Global changes require educational institutions to continue to improve and adapt in order to compete internationally. The phenomenon of tight competition and demands for quality education has given rise to the assumption that the development of educational institutions requires visionary and internationally-minded management policies. However, there is still a gap between the policies that are planned and their implementation in the field. Based on this, this paper aims to examine the management policies for the development of educational institutions that are able to answer global challenges, as well as provide direction for the creation of superior schools with international standards through innovation and transformative leadership.

First, School management requires adaptive strategies through visionary policies; Future school management requires principals to have autonomy in formulating development policies that are responsive to change. The main focus includes organizational restructuring, handling situational problems such as natural disasters, and adapting to global impacts such as pandemics and technological changes. Innovation is key, which must be supported by effective communication and systemic analysis. Principals are required to be able to read the environment and create a culture of renewal so that educational institutions remain relevant, superior, and able to answer future challenges sustainably.

Second, Participatory policies and visionary leadership are the keys to the operational success of internationally-minded schools; Internationally-minded schools have the opportunity to formulate operational policies to support the vision and development of educational quality. These policies cover curriculum, student management, and community involvement, and are formulated through a participatory process involving various parties. Policy formulation is carried out based on existing issues, both non-consistent and contentious, by considering effectiveness, legitimacy, evaluation, and sustainability of implementation. Visionary and participatory leadership are the keys to the successful implementation of policies, so that teachers and staff feel they have an active role in change towards achieving superior school quality.

Third, Adaptive and collaborative leadership is key to the success of international school policies; Leadership in internationally-minded schools emphasizes behaviors that influence the attitudes and actions of members through technical, human, and conceptual skills. Situational theory emphasizes the importance of adjusting leadership styles to the maturity of subordinates, from directing to delegating. School effectiveness is influenced by a reward-punishment system, a supportive environment, clear academic goals, and leadership that involves all teachers in decision making. Open relationships with parents and student participation are also key to creating a collaborative and high-achieving learning environment.

Fourth, Collaborative leadership and inclusive policies are key to developing internationally-minded schools; Internationally-minded school development policies rely heavily on autonomy and leadership that actively involves staff in decision-making. Empowering leadership encourages innovation and teacher participation in formulating the school's vision and strategy. Development planning must involve all stakeholders, data evaluation, and systematic change strategies. The main focus of development is to improve quality through effective communication, delegation of responsibility, and integration of the curriculum with school goals, as well as building community support and maximizing resource utilization.

Here is a summary of the main points of international school policy and leadership; 1) Principals must be adaptive and innovative. Effective communication is the key to success. 2) Participatory policies improve quality. Staff are active in change. 3) Collaborative leadership optimizes learning. The environment supports effectiveness. 4) Empowering leadership encourages innovation. Inclusive policies involve all. With this approach, schools can develop sustainably and excel in facing global challenges.
