In today's digital era, government agencies face the phenomenon of increasing demands for fast, accurate, and transparent personnel services. The assumption is that the application of information technology can answer these needs through an integrated and easily accessible system. However, gaps are still visible in the form of limited digital infrastructure, lack of integration between work units, and low competence of human resources in managing personnel data electronically. Therefore, the main purpose of this paper is to outline how the implementation of the Employee Management Information System (SIMPEG) can optimise efficient, professional staffing governance and support the realisation of e-government.

Conceptually, SIMPEG is an integrated information system that manages all aspects of personnel data by utilising information technology. This system includes data collection, processing, storage, and reporting of employee data to support administration and managerial decision making. With SIMPEG, the data management process becomes faster, more accurate, and more integrated, so that it can encourage the creation of transparent and accountable personnel management. In addition, this system serves as the main database in planning, evaluating, and developing human resources in the government sector.

In terms of SIMPEG management, there are several main functions that are interrelated. First, job analysis, which forms the basis for the recruitment and placement of employees according to competence. Second, human resource planning, which ensures a balance between organisational needs and workforce availability. Third, compensation administration and employment legality, which ensure fairness and compliance with regulations. Finally, maintenance and termination of employment are carried out systematically to maintain the motivation and professionalism of the apparatus. Structured management through SIMPEG helps improve organisational effectiveness and bureaucratic efficiency.

Technically, SIMPEG works through a web-based application with an integrated database system. Features include general data management, employee history, promotion, salary, retirement, and automated reporting. Administrators play an important role in data validation and system monitoring, ensuring that all personnel information is stored safely and up-to-date. Thus, SIMPEG not only speeds up the administrative process, but also improves the accuracy and reliability of employee data that forms the basis for strategic decision-making.

The construction and development of SIMPEG applications at the regional level is part of the bureaucratic modernisation effort. The process starts from collecting and updating data to presenting digital reports that can be accessed by various authorities. The system is equipped with high security features, multi-user support, and integration with attendance and payroll systems. SIMPEG implementation at the regional level is expected to strengthen information technology-based personnel governance that is adaptive to changing times.

In conclusion, the Employee Management Information System (SIMPEG) plays an important role in realising efficient, transparent, and digital data-based personnel governance. Through the integration of information technology, SIMPEG not only increases the effectiveness of HR management, but also becomes the main foundation for the digital transformation of government towards modern, accountable, and highly competitive public services.
