1. Definisition of Protocol

Broadly speaking, protocols are everything that regulates the implementation of activities at the office/office and in the community.
From an etymological point of view, the word protocol in English is protocol, protocol in French, protocol in Latin, and protocol in Greek.
Protocol refers to customs and regulations relating to formalities, matters, and etiquette that must be carried out. The rules of this protocol serve as a reference for government agencies and are generally accepted.
Protocol is a series of activities related to order at state events or official events, including placement, ceremonial procedures, and respect procedures, as part of showing respect for someone based on their position and/or status in the state, government, or society.

2. Function of Protocol

The functions of the protocol include determining the atmosphere or creating an atmosphere that affects business success, creating a social order that is closer to one another and can be entered by all parties, even though it contains factors that limit individual movements, creating a solemn ceremony, meaning orderly and smooth. Creating a sense of security that provides protection, creates order, and carries out tasks (Artawan, 2019).
Protocols must be able to understand the scope of the protocol, including layout, ceremony, and respect. Considering that this is not an easy task, it requires high skills and willingness from the officers appointed as protocol officers.
The function of this task is arguably not easy, because it requires alertness, speed, accuracy, and the ability to respond quickly and control a situation.

3. Types of Protocol

a. General/National event type 

- Inauguration and handover of positions
- Cooperation script signing ceremony
- Employee swearing-in ceremony
- New building inauguration/opening ceremony
- Opening ceremony of seminars, symposiums, etc.

b. Types of Activities at University/College 

- Anniversary celebration
- Undergraduate Graduation Ceremony
- Great Teacher Inauguration Ceremony
- Honorary Doctoral / Doctoral Promotion Ceremony

4. Activity of Protocol

A. Spatial 

Spatial planning is the organizer of the space or place that will be used as a venue for organizing events. The room must be prepared according to the regulations, depending on the type of event 

1) Hardware, is a variety of equipment needed for events, including tables, chairs/sofa, sound system/public address, decorations, carpets, flags, gardens, etc. 

2) Software, including personnel involved in the implementation of the event, such as receptionists, event guides, security guards, consumers, etc. 

Hardware descriptions have already been mentioned, but it's still important to keep the following in mind: 

1) Number of chairs, tables and sound system equipment, consumer equipment. 

2) Software, consisting of people who act as direct implementers, including event guides/presenters, receptionists 

3) Especially for the presenter (MC), it can be explained as follows:

a. As an emcee, he will do his duty as MC 

  • Be firm and disciplined
  • Constant and stable sound volume
  • Able to master the language, both Indonesian and foreign languages.
  • Sensitivity to situations, namely being able to control the situation and be able to make decisions
  • Not easily offended
  • Character

b. The activity guide is the steering wheel for all activities and therefore must be proficient and responsive to reading 

c. must be able to position oneself politely and sympathetically 

d. Knowing the correct standing position (mastering the venue) 

e. Proficient in adjusting the volume 

f. Moderators are not allowed to comment on someone's speech 

g. Ability to control the masses


B. Ceremony 

A ceremony is a series of activities, i.e. how an activity should be arranged depends on the type of activity. To that end, it should be noted that: 

1) Type of activity; 

2) the language of instruction used; 

3) Event material. 

In the ceremony, the participants, organizers and other tools for the ceremony are planned. For example, when a speaker is giving a speech, pay attention to the level of office at which they will be giving the speech. Their enthusiasm to welcome, has been contacted beforehand. In order for the "ceremony" to take place effectively, a "stage manager" is needed who is responsible as a liaison between the presenter and the performer.

C. Placement

In French, the layout can be called preseance or in English precedence which means regularity. The point here is to sort by priority, or who comes first.
In general, attendance can be interpreted as a rule or norm that applies in the seating arrangement of officials, usually based on the constitutional, administrative/structural status, and social status of the official concerned. The seating arrangement in Indonesia is regulated by Presidential Decree No. 265/1968.

D. Dressing

Dress code here refers to what must be worn at a ceremonial event, be it the invited officials or the performers.
The dress code must be specified or included in the invitation letter sent formally or informally.
Types of clothing to know:

  • Complete civilian clothes (PSL)
  • Daily Casual Wear (PSH)
  • Field Oinas Clothing (PDL)
  • Daily Service Clothing (PDH)
  • Ceremonial service clothes for military I, II, II (PDU).
  • Official clothes (certain officials)
  • National costume or official organization costume (Dharma Wanita, Korpri)
  • Toga (University/Institute)

E. Scripting

The must-see event invitation sending settings are:

  • A list of invited guests must be prepared according to the type of event/need.
  • The number of invitations is adjusted to the capacity of the venue, interests and the achievement of the objectives of the event itself.
  • As much as possible standardize the invitation form for each type of event, including format, content, etc.
  • Name, title, position, address, etc. invited must be accurate and clear.
  • In the invitation letter it is necessary to state whether the invitation letter is for the wife/husband. In a formal invitation it should not be stated that the invitation is valid for more than one person.
  • Include the invitation code on the cover of your invitation to make seating easier.
  • Include rules about what to wear.
  • Please note the presence or absence (RSVP, abbreviation: Respondez s'il vous plaiz)
  • Determine the deadline for the reception of guests.
  • Invitations are issued in a relatively short time (must be issued a week in advance) when the event is held.
