Changes continue to occur in organizations every day. Organizations begin, by growing, continuing to develop but some grow immediately wither because they are unable to survive being shaken by various obstacles and challenges. As a result of various external changes, some organizations, especially businesses, have merged, been taken over, business enlightenment, renewal, and some have even laid off employees or various ways of reducing staff. School development policies must lead to innovation steps by introducing integrated quality management (total quality management), forming work teams from within, skills-based salaries, and re-engineering the format of school quality development programs according to the demands of change.
First: Insight into School Management Tasks in the Future, school development policies need to be understood so that policy formulation can be directed to achieve superior quality in processes, activities and graduates that meet community expectations. The main task is changing the organizational system, emphasizing on overcoming natural problems that are situational, and the impact of broad influence. Innovation, or school changes always present various surprises for school residents. Therefore, smooth communication is needed between school administrators and all residents to understand the importance of change and school development.
Second: International Vision School Operational Policy, making policies on the development of reading skills, by setting high expectations for all students and goals such as ensuring that every student can achieve a high level of reading ability at all ages of students and in various circumstances. The policy-making process includes originating at a number of levels, applied to broad fields, summarizing basic designs, and leadership studying desires. It is important that teachers are actually involved in policy development and have the opportunity to bring all experiences from the lower levels to efforts to help solve problems.
Third: Leadership and International Vision School Policy, effective leadership is the result of three main skills possessed by individuals, namely skills in the form of technical, human, and conceptual skills. leadership behavior is divided into the maturity of subordinates or members. The situation in this theory is then divided into professional maturity and psychological maturity. The determining factors for school effectiveness include the reward and punishment system. School environment, use of homework, teachers as examples, management groups, and leadership combinations.
Fourth: International Vision School Development Policy, Montimor, et al (1996), found several characteristics of effective schools, including, Meaningful leadership of staff by the principal. Involving the vice principal, teachers, positive climate, and class management. Innovation strategies include three levels of the pyramid, namely the top, middle, and bottom. Empowering people to innovate, however, does not mean giving everyone the freedom to do what they want to do, but innovation is the recognition and acceptance of new ideas. studying strengths and weaknesses, staff, and morale, buildings, equipment, whether or not it is sufficient, school culture, student culture, community relations, networks, and school budget or finances.
