The Urgency of The Education Quality Assurance System as a Pillar of National Education Improvement

Quality education is the foundation of human resource development and national progress. However, Indonesia's education quality still faces major challenges, such as low accreditation results and the suboptimal implementation of National Education Standards. In facing globalization and the Industrial Revolution 4.0, the national education system must have a systematic and sustainable quality control mechanism. This is where the Education Quality Assurance System (EQAS) becomes a crucial instrument to ensure that all educational processes meet predetermined standards. This essay discusses four main aspects of EQAS as the basis for transforming the quality of national education.

First, the basic concept of the education quality assurance system begins with the understanding that educational quality is not only assessed by outcomes, but also by inputs, processes, and long-term impact. Quality education requires well-prepared inputs, such as qualified teachers, relevant curricula, and adequate infrastructure. Quality processes are reflected in active, innovative, creative, fun, and meaningful learning (known as PAIKEMB). Educational outputs are seen in academic and non-academic achievements, while outcomes refer to graduates' competitiveness in the workforce. Therefore, quality assurance is a strategic effort to ensure that all educational elements generate excellent and relevant outcomes.

Second, the policy development of the education quality assurance system reflects the state's responsibility to its citizens. According to the 1945 Constitution and Law No. 20 of 2003, the government is obligated to provide a national education system that ensures equitable and sustainable quality. In basic and secondary education, Ministerial Regulation No. 28 of 2016 serves as the main guideline in developing a quality assurance system based on integrated organizations, policies, and processes. In higher education, regulations such as Permenristekdikti No. 61 and 62 of 2016 ensure the implementation of Higher Education Quality Assurance (SPM Dikti) through internal and external systems connected to the Higher Education Database (PD Dikti). These policies engage all stakeholders to work collaboratively in achieving high-quality education.

Third, the implementation of the education quality assurance system in basic and secondary education is carried out through two mechanisms: Internal Quality Assurance System (SPMI) and External Quality Assurance System (SPME). SPMI is implemented by educational institutions through the PPEPP cycle---Determination, Implementation, Evaluation, Control, and Improvement of quality standards. It emphasizes data-based planning, continuous monitoring, and broad stakeholder participation. On the other hand, SPME is conducted by external agencies such as BAN-S/M through accreditation, quality evaluations, and standard development. The success of SPMI and SPME depends greatly on the synergy between central, provincial, and district/city governments. Their success is marked by a strong quality culture in schools and improved student learning outcomes.

Fourth, the internal quality assurance system in higher education (SPM Dikti) is essential for ensuring the integrity and competitiveness of university graduates. SPMI is carried out using the PPEPP cycle in accordance with National Standards for Higher Education (SN Dikti). Its purpose is to maintain and enhance quality through continuous improvement, ensuring that universities achieve their vision and mission. Meanwhile, the external system (SPME) involves accreditation by BAN-PT or Independent Accreditation Bodies (LAM), which assess the eligibility and quality achievement of programs and institutions. The PD Dikti serves as a national data hub that supports transparency and accountability. The integration of SPMI, SPME, and PD Dikti enables higher education to be more adaptive and responsive to current and future challenges.

Conclusion
The Education Quality Assurance System is a strategic instrument that ensures education is delivered according to quality standards and produces competent graduates. With supportive regulations, integrated policies, and the active involvement of all stakeholders, EQAS strengthens the competitiveness of national education. Its implementation from basic to higher education levels reflects the government's commitment to providing inclusive, high-quality, and sustainable education services for all Indonesian citizens.
