The phenomenon shows that the success of education is largely determined by the availability of professional educators and education personnel. The assumption is that systematic planning is able to ensure the quality and quantity of manpower as needed. However, there are still gaps/problems in the form of less directed planning, lack of position analysis, and imbalance between the need and availability of manpower. Therefore, this paper aims to describe the basic concepts, methods, processes, and analysis of positions in the planning of educators and education personnel so that they can be a reference in increasing the effectiveness of education implementation as follows:
First, the Basic Concept of Planning Educators and Education Personnel, Planning of educators and education personnel is a rational and systematic process to ensure the availability of educators and education personnel according to the needs of educational organizations in the future. This planning includes aspects of quantity, quality, distribution, and time, with the main goal of ensuring the effectiveness and efficiency of education. Its important dimensions include goals (connecting personnel needs with educational vision and interests), organization (positive changes in personnel, technology, and careers), and requirements (problem understanding, position analysis, experience, and projection ability). In Islam, planning is seen as visionary by considering the past, present, and future.
Second, Methods, Strategies, and Procedures for Planning Educators and Education Personnel, Planning methods can be distinguished into non-scientific (estimate, intuition, experience) and scientific (based on data, analysis, and forecasting). Forecasting techniques include incremental, collective opinion, clustering, and modeling. Planning strategies are directed to balance the demand and supply of education personnel through the determination of personnel needs, data collection and analysis, preparation of alternative plans, selection of the best plan, implementation, and continuous evaluation so that educational goals are achieved.
Third, the Planning Process of Educators and Education Personnel, The planning process involves a series of structured steps, ranging from the identification of personnel needs based on the vision, mission, and goals of the institution, the analysis of the condition of available personnel, to the projection of future needs. This stage includes situation analysis, goal formulation, standard setting, determination of the need for the number and qualification of manpower, adjustment to existing resources, and preparation of implementation plans. This process also requires integration between national education policies, technological developments, and social dynamics, so that the results are relevant to the needs of society and the world of work.
Fourth, Position Analysis and Planning of Educators and Education Personnel, Position analysis provides information related to job descriptions, specifications, and classifications. The results are used for recruitment, selection, training, placement, and career development. With the right analysis, education personnel can be placed according to their competencies, minimize duplication of tasks, increase job satisfaction, and support the effectiveness of educational institutions.
Summary:
Planning of educators and education personnel is a systematic effort to ensure the availability of personnel according to educational needs. Through scientific and non-scientific methods, strategies, and directed procedures, this process includes situation analysis, goal formulation, and evaluation. Position analysis supports recruitment, training, and placement so that the workforce is effective and efficient.
