Guidelines for Writing Supervision and Evaluation Reports of Educational Programs

The final step of a research activity is to prepare a report. No matter how good the implementation of a research is, no matter how high the quality of the models that have been built from the research, it is not considered truly successful if the research report has not been made. The results of the activity must be written and reported, because the report is a medium of communication between the compiler/institution implementing the activity and other agencies or parties interested in the report. Moreover, the report is the result of an evaluation, both of the input, process, output, or impact of an activity, so it will be very useful for the authorities to be used as a basis for policy making. Without a research report, it will be difficult to know whether a research activity is in accordance with what is intended.

First: Basic Concept of Report Writing; Report writing is the final stage of an activity that aims to convey information logically, chronologically, and responsibly. Reports function as a formal communication tool, especially in management and government. The objectives of evaluation are divided into two: formative (for program improvement) and summative (for assessment and decision making). Evaluation reports are useful as a form of accountability, a means of education, documentation, and public relations support. To be effective, report writing must meet the principles of logic, systematic, complete, clear, accurate, objective, timely, and concise, so that it is easy to understand and becomes the basis for making the right decisions..

Second: Main points of writing evaluation reports; According to Arikunto, evaluation reports consist of four main components: problems, methodology, evaluation results, and conclusions and recommendations. The problems are explained in detail as the basis for the evaluation. The methodology includes systematic procedures such as approaches, populations and samples, data collection, and analysis strategies. Program evaluation is a type of evaluative research that is different from ordinary scientific research. The report methodology includes area coverage, evaluation design, data collection techniques, triangulation, and data analysis to draw empirical conclusions and formulate policy alternatives. The evaluation results contain data descriptions, context discussions, and policy recommendation analysis that consider costs, impacts, risks, and opportunities. The report closes with a brief conclusion, operational recommendations, and bibliography.

Third: Report Writing Format; A program evaluation report is a scientific report that is systematically and logically structured so that it is easy to understand and can be replicated. The preparation of the report is based on the research design that serves as a reference for implementation. The report structure is divided into three main parts: Initial Section, including the title, foreword, table of contents, tables, and figures to facilitate navigation; Main Section, containing the introduction, literature review, research methods, evaluation results, and conclusions and suggestions based on the findings; and Final Section, which contains the bibliography and appendices. This structure ensures that the report is communicative, informative, and scientifically accountable and becomes the basis for decision making.

Fourth: Report Writing Structure; Evaluation reports are structured systematically like research reports with quantitative or qualitative approaches. The quantitative approach usually consists of five or six chapters covering introduction, literature review, methodology, evaluation results, discussion, and conclusions and recommendations, with sub-chapters explaining important elements such as background and analysis methods. While the qualitative approach is more concise, consisting of introduction, core discussion, and conclusion, with technical methodology often placed in the appendix. Both approaches aim to present four main elements: problems, methodology, evaluation results, and conclusions and recommendations for decision making or program improvement.
