The quality of education in Indonesia is still a major challenge, even though various national standards have been set. The assumption is that the existence of a quality assurance system can guarantee the fulfillment of education standards on an ongoing basis. However, there is still a gap between policy and implementation at the education unit level. This article aims to explain the basic concepts, policies, and implementation of the quality assurance system at the elementary to tertiary levels.
First: Basic Concept of the Education Quality Assurance System. The education quality assurance system is an integrated mechanism that ensures that the implementation of education runs according to standards. Education quality is understood as the quality of input, process, and output, which are interrelated and mutually supportive. SPM plays an important role in encouraging a culture of quality through ongoing monitoring and evaluation. Quality is not only seen from learning outcomes, but also from the management of resources, education services, and effective governance.
Second: Policy on the Development of an Education Quality Assurance System. The quality assurance policy is regulated through various regulations, such as Permendikbud No. 28 of 2016 for primary and secondary education and Permenristekdikti No. 62 of 2016 for higher education. This policy emphasizes the responsibility of the central and regional governments in ensuring the quality of education. Quality assurance is a collective responsibility between the government, educational units, and the community in order to create quality and equitable education services.
Third: Primary and Secondary Education Quality Assurance System. Primary and Secondary Education SPM includes two aspects: SPMI and SPME. SPMI is carried out internally by educational units through five main cycles: quality mapping, planning, implementation, evaluation, and improvement of quality standards. SPME is carried out by external parties such as BAN-S/M and LPMP. The goal is to ensure the fulfillment of standards systematically and encourage the growth of a quality culture in each school independently and sustainably.
Fourth: Internal Quality Assurance System (SPMI) for Higher Education. SPMI in higher education is implemented based on the PPEPP principle: Determination, Implementation, Evaluation, Control, and Improvement of quality standards. This system aims to maintain and improve the quality of the implementation of the Tri Dharma of Higher Education consistently and sustainably. With the support of the Higher Education Database (PDDikti), SPMI acts as a basis for accountability and transparency in the implementation of quality higher education.
The education quality assurance system is a strategic instrument to guarantee and improve the quality of education in a sustainable manner. Through national policies and the implementation of SPMI at all levels, schools and universities are expected to be able to foster a culture of quality. The success of this system is highly dependent on the active participation of all stakeholders and a commitment to continuous evaluation and improvement.

SMP dan SMA di Pondok Modern Darussalam Gontor Putri 1 tahin lulus 2019. S1 di UIN Sunan Gunung Djati Bandung Jurusan Manajemen Pendidikan Islam dan lulus tahun 2024.
