Nowadays, a good deal of countries, specifically developed ones, have faced overpopulation as one of the biggest problem, which is marked by the fact that the number of birth rate outweighs that of death rate. To tackle that case, governments strictly enact a law in order to decreasing the figure of fertility rate by giving taxes or other penalties to a family exceeding the limit of properly having children. However, these ways of punishments are not wisely recommended policies because the result of these are quite often the opposite of what was intended.

A key problem with implementing these punishments is violating a human right. By determining the size of a family, the authorities deliberately abandon the right belonging to people. Furthermore, International Conference of Human Right declared that parents have a basic human right to decide freely both the number and spacing of the children. These rules also pressure several pregnant women to abort; therefore, the laws exactly omit the chance to live for the unborn children.

Another important issue is that such policies are highly unreliable, specifically in the advantage of tax. Fines are strongly expected to solve the poverty by either subsidizing lower class or upgrading public services and securities. On the other hand, overpopulation tends to take place at developed countries, which are dominated by poor families. Instead of promising welfare, the obligation of paying tax precisely impoverishes and worsens their condition. In this way, the lawmakers have mistaken fines for the answer of destitution.

A third point is that regulation potentially results in negative consequences. It is believed that the positive aspects of applying these rules are not as many as the disadvantages. For example, one-child policy has been implemented in China over the years. One of the problems caused is like unregistered children, in which those born after first birth didn’t register in country’s registration system; thus they are not able to access most public services, such as education and child care.

In conclusion, while it is clear that government should responsibly control the population in order to eliminate several problems, it seems to me for all the reasons mentioned above, either taxes or any penalty is not only unhelpful but also reckless for people interest.
