The advancement of information technology requires educational institutions under the Ministry of Religious Affairs (Kemenag) to manage student, teacher, educational staff, and budget data accurately to support planning and decision-making. Although challenges such as data integration issues and limited human resources remain, the implementation of integrated Management Information Systems (MIS) and EMIS becomes key to enhancing the effectiveness of educational management, which will be further discussed in this article.
In this context, the Institutional Education Management Information System plays a vital role in managing the collection, storage, processing, and presentation of data into information that supports management, decision-making, and organizational development through EMIS. This system provides accurate internal and external data for planning, strategy formulation, work programs, organization, supervision, and evaluation in an integrated manner. The implementation of MIS is regulated under PMA No. 43 of 2016 concerning the Education and Training Management Information System, providing a legal and technical framework for educational data management.
Furthermore, the development of MIS within Kemenag includes office automation, the implementation of distance learning, and the use of educational management applications such as SISKO, SIMDIK, and MySister. This process faces challenges including globalization, information security, investment needs, system responsiveness, and data maintenance. Accordingly, the development of MIS aims to create an integrated system supporting automation, networking, decision-making, and cross-platform functionality, allowing the processing and distribution of educational information to be carried out effectively. In higher education, the system's application covers administration, finance, and e-learning, forming part of modern educational management.
Additionally, the MIS design integrates various aspects of educational management comprehensively. Student and graduate data are managed from enrollment numbers, learning groups, and new admissions to graduate tracking to support decision-making. Information regarding teachers and educational staff is provided to support quality and career development, while planning and managing educational budgets from the provincial level to school committees are regulated to ensure transparency and decision-making accuracy. In other words, MIS forms the foundation for efficient and effective educational management.
On the other hand, EMIS serves as a strategic support system that utilizes human resources, materials, software, and data processing and distribution procedures to present information effectively. This system collects Islamic education data from RA (early childhood education) to universities, managed by provincial Mapenda units, and processes it into educational indicators presented in tables and graphs. Therefore, MIS and EMIS together support accurate and effective planning, decision-making, and evaluation of Islamic education.Â
Overall, the Institutional Education Management Information System at Kemenag enables the integrated management of student, teacher, educational staff, and budget data. It strengthens managerial processes through the provision of internal and external information, organizational strategies, work programs, and supervision. Nevertheless, the development of MIS faces challenges from globalization, security, investment, and data maintenance. However, structured information presented in tables and graphs provides a strong foundation for effective decision-making in Islamic education.
