The rapid development of information technology has brought significant changes to the governance of public organizations, including educational institutions. The global phenomenon of digital government demands an efficient, transparent, and data-driven administrative system. In Indonesia, the digital transformation of the education sector not only affects the learning aspect but also personnel management. In this context, the Employee Management Information System (SIMPEG) has become an important innovation that enables human resource management to be carried out quickly, accurately, and in an integrated manner. However, the reality on the ground shows that the implementation of SIMPEG in various agencies still faces challenges. Employee data is often not up-to-date, integration between units is not optimal, and there are still obstacles in the use of technology by the apparatus. This condition creates a gap between the potential of the designed system and the ongoing personnel management practices. On the other hand, increasing public demands for transparency and accountability necessitate the optimization of SIMPEG to more effectively support professional apparatus governance. The basic assumption of this paper is that the quality of educational services is highly dependent on the quality of the human resources that manage it. The main problem faced is not only in the technology but in the coordination, competence, and discipline in managing employee data. Therefore, the purpose of this essay is to explain how the optimization of SIMPEG can strengthen personnel management and improve the performance of educational institutions in the digital era.

 

Conceptually, SIMPEG is an integrated information system that combines the processes of data collection, processing, and presentation of personnel information in a single database. Its main components consist of input, process, and output, which are interconnected. The input stage includes data collection of employees, positions, education, and training. The process stage focuses on data processing with computer system validation to ensure accuracy. Meanwhile, the output is in the form of personnel reports such as rank lists, salary increases, and pension data that are useful for managerial decision-making. The structure of SIMPEG is built on a user hierarchy: system administrator, attendance officer, treasurer, and employees. Each has different authorizations to ensure data security. External users such as the general public can access information in a limited way as a form of public transparency. Through database integration based on MySQL and a multi-user system, SIMPEG allows each work unit to update data simultaneously and efficiently. The development approach of SIMPEG is carried out through four stages: needs analysis, system design, implementation, and maintenance. Needs analysis functions to adapt the system to the organizational structure, while the design is focused on the user interface (user-friendly) and data security. Implementation requires leadership commitment and increased apparatus competence. Meanwhile, maintenance is carried out periodically to ensure that the data remains valid and the system continues to function optimally.

Optimizing the employee management system (SIMPEG) not only impacts administrative efficiency but also strengthens the governance of educational institutions. Through an integrated system, the processes of employee needs planning, promotions, transfers, and performance evaluations can be carried out objectively and measurably. Thus, SIMPEG becomes an important instrument in realizing a bureaucracy that is adaptive to technological developments and societal demands. In the digital era, educational institutions are expected to focus not only on learning innovation but also on the professionalization of employee management. SIMPEG is present as a strategic solution to strengthen integrity, data accuracy, and the effectiveness of public services.
