In the era of globalization, school management requires innovative and internationally minded approaches to improve educational quality. Principals are expected to have broad autonomy and adaptive leadership skills in formulating effective and participatory policies. Future school management must be capable of addressing global changes and crisis situations with integrated strategies. Development policies that involve all stakeholders---from staff to the community---are key to creating a conducive, innovative, and sustainable learning environment.
First: Future Tasks of School Management; Future school management demands principals with broad autonomy to formulate development policies focused on improving the quality of processes, activities, and graduates. Main tasks include improving organizational structure, strategies, and behavior for effectiveness, as well as readiness to face crises and global changes such as pandemics and technology. Leaders must be innovative and open to change, fostering a culture of effective communication and new perspectives. Policies are designed through organizational, subsystem, and environmental analyses to support comprehensive and sustainable school development.
Second: Operational Policies of Internationally-Minded Schools; Schools have policies that serve as frameworks for curriculum, student management, and decision-making. For simple issues, light documentation suffices, but controversial matters require a participatory drafting team representing various stakeholders. The policy-making process involves problem identification, analysis, goal formulation, consultation, and implementation, engaging government, teachers, and principals. Strong leadership and active participation of teachers and staff are crucial so they feel ownership of changes rather than merely executors. This involvement supports stability and success in developing internationally-minded schools.
Third: Leadership and Policies of Internationally-Minded Schools; According to Ott (1996), leadership is influencing others' attitudes and behaviors. Leadership styles must adapt to followers' maturity, balancing task orientation and interpersonal relationships through approaches like telling, selling, participating, and delegating. School effectiveness is influenced by good reward systems, a conducive environment, clear goals, teachers as role models, disciplined classroom management, and leadership that actively involves teachers. Open relationships with parents and positive cooperation with students are also key factors for success in internationally-minded schools.
Fourth: Development Policies for Internationally-Minded Schools; Development policies focus on leadership that involves staff and teachers to create a positive climate and fair classroom management. Organizations encourage innovation with focus at different levels, from major investments to daily operations. Principals must empower personnel with high integrity, including commitment, responsibility, innovation, honesty, and consistency in vision and mission. School development is also aimed at improving quality by comprehensively considering strengths, weaknesses, staff, morale, facilities, culture, community relations, networks, and finances.
Innovative leadership drives effective policies for school development. Schools create participatory policies with strong leadership and teacher involvement. Adaptive leadership and teacher collaboration are key to school effectiveness. Strong integrity in leadership fosters innovation and quality in effective schools.
