Challanges and Solutions In Implementing The Basic Framework For Managing Islamic Education Resources

Islamic education is an integral part of the national education system and plays a crucial role in shaping a rabbani generation---one that is principled, intelligent, and prepared to face the challenges of the times. However, in implementing this framework, various complex challenges arise that require comprehensive solutions. The management of educational resources does not solely depend on administrative matters but also on how these resources are integrated with Islamic values throughout every process of management, including planning, organizing, implementation, and evaluation.

The main challenge in implementing the basic framework for managing Islamic education resources lies in Man (human resources), who must master a duality of competencies: academic competence and sound Islamic competence. The quality of educators in Islamic education institutions should not only encompass academic, pedagogical skills, or subject mastery but also require an understanding and integration of both competencies in the learning process. The reality in the field shows that educators often excel in one aspect but are weak in their understanding of Islam, creating a gap between the ideal and the reality of Islamic education.

Overall, the basic framework of human resource management in education is a crucial component in determining the success of education. Without human resource management, the essence of education would lose its direction. For further clarity, let us take a look at the Basic Framework for Managing Educational Human Resources as follows :

First, according to Prof. Ahmad Rusdiana, MM, in Educational Human Resource Management, educational resources are all factors that can be utilized by education managers to carry out the educational process in order to achieve the established goals effectively and efficiently. Educational resources can be classified into four groups, namely: human resources (HR), information resources, physical resources, and financial resources.

Second, the elements of managing educational resources begin with the first element: People. This is very important because education is not only about curriculum and facilities, but also about who implements them. With a strong framework, educational institutions can ensure that each individual possesses competence, work ethic, and strong integrity. The second element is Method, which refers to the ways or strategies used to achieve educational goals, including teaching methods. The third element is Material or infrastructure, encompassing all forms of materials or facilities that support the education system. The fourth element is Money (Finance), a critical resource for funding various activities that support education. The fifth element is Machines/Technology, which can be utilized to support the education system, especially in today's digital era, such as the use of technology for learning. The sixth element is Market, which refers to the demands and needs of society.

Third, according to Prof. Ahmad Rusdiana, MM, in Educational Human Resource Management, one of the main goals of managing educational human resources is that humans play the most dominant role in the management of educational resources.

Humans play a very important role in managing the education system, especially in ensuring the quality of education. This quality includes the quality of learning, as well as the competence and professionalism of educators.

Fourth, the principles of managing educational resources emphasize effectiveness and efficiency in all aspects that support the education system.

 

Summary: The main challenge in implementing the basic framework of managing Islamic educational resources is Man (Human), who serves as the quality guarantor to ensure that the education system operates effectively and efficiently.
