Schools and madrasahs often have well-crafted plans on paper that fail to materialise. Educational planning is not merely an administrative document but a strategic process to ensure that limited resources generate maximum impact. This article explains how concepts, approaches, and methods of planning can be implemented in educational management so that school programmes run effectively, measurably, and sustainably (Rusdiana, 2019; BPS, 2024).

First, understanding the concept of planning application.

Planning in educational management means setting goals, strategies, and allocating resources prior to implementation. This concept requires headteachers and management teams to view planning as a cycle encompassing needs analysis, priority setting, programme formulation, and evaluation (Rusdiana, 2019).

Second, choosing the right approach to educational planning.

Approaches may be top-down (driven by central policy) or bottom-up (arising from school needs). A participatory model, combining teachers, committees, and stakeholders, increases a sense of ownership and makes plans easier to execute. Statistics from BPS (2024) show that schools using participatory approaches achieve higher programme outcomes than those that are purely instructive.

Third, applying planning methods, models, and propositions.

Planning methods can include pupil-trend projections, feasibility studies of facilities, and SWOT analyses. Logical models (input--process--output) and results-based planning help schools measure indicator attainment. Planning propositions, statements of assumptions, objectives, and strategies, serve as guides so that implementation stays on track.

Fourth, broadening the scope of educational planning.

Planning is not only about curriculum but also covers human resources, financing, facilities, partnerships, and school culture. This dimension requires cross-sectoral integration so that schools have comprehensive annual and long-term plans (Fatoni, 2023).

By understanding the concept, approach, methods, and scope, educational planning can transform from a formal document into an effective management instrument. Schools and madrasahs are better able to anticipate challenges and optimise opportunities so that educational programmes genuinely benefit pupils.
