The basic idea of democracy is that the people have the right to determine who governs them. In most countries, citizens elect the principal governing officials. However, in Indonesia case, the citizens may be represented by the Constitutional Court (Mahkamah Konstitusi). Thus, the democracy process accountability might be bias, it could be the first transition problem.

Democracy is expected to impose legal limits on the government’s authority by guaranteeing certain rights and freedoms to their citizens. Indonesia has experienced with Habbibie, Abdurrahman Wahid, Megawati and Susilo Bambang Yudoyono. All of them have tried their best to practice their authority. Indeed, some issues have been addressed to their performance during their period. Habibbie with ast Timor, Abdurrahman Wahid with pluralism, Megawati with assets being lost,  and SBY with high profile graft and corruption, are debatable decisions. The decision making by RI-1 might be significantly influenced by his or her leadership style. The balance between the leadership and managerial skills could be the second transition problem. Indonesia has lack of figures that have both leadership and managerial skills.

Whatever the Presidential Election ending, Prabowo needs managerial skills improvement and Jokowi requires leadership training. The previous President candidates in which they have joined must play this role.
