Managerial Supervision: A Pillar for Strengthening the Quality of Educational Management

Introduction: Quality education does not occur by chance. It is the result of continuous evaluation, reflection, and improvement. Amid the growing demand for improved school and madrasah quality, there arises the need for an evaluation system that comes not only from external sources but also from within the educational institutions themselves. This is the background for the importance of the Self-Evaluation Model for Schools/Madrasahs (EDS). This evaluation is not merely a formality---it is a vital tool for developing school improvement strategies based on real data, needs, and the actual strengths of each educational unit.

First: Self-Evaluation for Schools/Madrasahs is an internal process involving all elements of the school, including the principal, teachers, school committee, parents, and supervisors, to assess performance based on the National Education Standards (SNP). This process is designed to help schools identify their strengths and weaknesses---not for comparison between schools, but as material for reflection and improvement. It covers both managerial and academic aspects, and the results serve as the foundation for realistic and sustainable planning. EDS encourages active involvement and a sense of ownership among all school stakeholders.

Second: Goal setting is a crucial stage in implementing EDS and performance evaluation. In the educational context, goals refer to the targets schools aim to achieve in alignment with the eight SNP. These goals encompass the performance of teachers, principals, and supervisors as strategic components of the education system. The goals are set through data analysis, problem mapping, and collective discussions. The purpose is to ensure that quality improvement is not abstract but measurable and evidence-based. Goal setting also functions as an internal quality control mechanism and a guide for implementing school development programs.

Third: To ensure that evaluation is objective and focused, valid and standardized instruments are needed. The EDS instrument is a set of questions and indicators referring to the eight SNP, designed to portray the actual condition of the school. Respondents include the principal, teachers, the school committee, and students. The instrument must be filled out honestly and consistently, as the results become the basis for the School Development Plan (RPS) and other planning documents. The instrument covers both physical and pedagogical aspects and includes physical evidence and descriptive data that support accurate SWOT analysis.

Fourth: One of the main advantages of EDS is its role as a foundation for developing the School/Madrasah Development Plan (RPS-M/RKS-M). Data from EDS helps schools determine activity priorities based on actual needs---not assumptions. RPS-M outlines a medium-term (four-year) plan, while RKAS is an annual and more technical plan. This planning process involves discussions with all school stakeholders to determine realistic, affordable, and impactful activities for improving quality. EDS ensures that every plan is not just a list of activities, but a result of reflection, evaluation, and collective awareness.

Conclusion: The Self-Evaluation Model for Schools/Madrasahs is not merely a reporting tool, but a part of the culture of continuous quality improvement that must be nurtured in every school and madrasah. With its participatory concept, measurable goals, objective instruments, and results that guide planning, EDS serves as a crucial pillar in shaping strong and sustainable educational institutions. The success of EDS depends not only on its tools and procedures but also on the commitment and honesty of every element within the school in their efforts to build a better education system over time.
