Bureaucracy Pathology Threat toward National Economy

Indonesia recorded 6.3 percent economic growth at a time when the global economy is flagging. With all the potential that exists, Indonesia was able to record higher growth.

So why the economic growth just stop at number 6.3? Quality factor of the state apparatus is the cause. The state apparatus as a driving state administration has an important role to economic growth. The number of state officials has reached 4 million people, while the population is about 235 million inhabitants.

With such a large amount of their actual contribution could be optimized. Unfortunately the quantity aspect is not matched by the quality aspect. Much pathology plagues every bureaucratic lines of our bureaucracy. Spotlight on the pathology of bureaucracy which is bad for performance continues to strengthen the state apparatus reformation.

There are four sources of pathologies that plagued the bureaucratic red tape in Indonesia. First, the master culture is not serving the public; second, the process of recruitment is done by unprofessional ways; third, moral damages in the bureaucracy who always thinks to earn money from projects undertaken; and fourth, political parties regard bureaucracy as a source of money. Who controls the bureaucracy is he who controlled the state money.

Hence Many critics appear and tend to position them as a barrier to economic growth. Many of the problems that make bureaucratic reform in Indonesia are slow so it is necessary to reform the bureaucracy.

But reformation is not a technical problem, but it involves a change of mindset and attitude patterns. Hence the process of reform of the state apparatus takes a long time. Minister of Administrative and Bureaucratic Reform, Azwar Abubakar said some industrialized countries to take decades to do bureaucratic reform. For instance, Australia takes up to 20 years old, as well as the United States.

Development and competitiveness success of a country is determined by the commitment and systematic efforts to reorganize the government apparatus because the apparatus of government is not only implementing policy, but is also a facilitator for the public development. If bureaucratic reform can be successful and pathology bureaucracy erased, it is not impossible the number 6, 3 will fly skyrocketed given the high economic costs will be a history.
