The Zakat Development Strategy

Talking about the development of zakat in Indonesia, certainly not out of the main strategies that support so that the construction is going well and according to expectations. There are several steps, which according to the author, can be carried out in order to accelerate the development of zakat in Indonesia. Such measures are:

First, Optimization of socialization zakat. Be aware that the zakat requires a deeper socialization. It must be recognized that on the one hand, public awareness to tithe is increasing from time to time, but on the other hand, the potential of its collection of zakat to the realization of a very large gaps exist. To that end, socialization becomes a necessity that can not be negotiable.

One form of socialization is to do a charity awareness campaign continuously. All components of the nation, from the president, was asked to participate in this campaign by giving an example of paying zakat. In fact, in order to streamline this campaign, the President and the rest of the United Indonesia Cabinet urged to immediately have NPWZ (Payer Zakat), as evidence of their involvement in supporting this charity socialization.

Coordination and cooperation with the vertices of the community, whether it is the scholars, Islamic organizations, intellectuals, and ordinary people, should be further strengthened. Various means and media of communication, starting from the Friday sermon, for their routine, taklim, to the mass media, should be used optimally in the socialization of this charity. It is expected that public awareness will grow and flourish.

Second, Build a trustworthy image of charity organizations and professionals. It is very important to do given this time there has been a crisis of confidence among fellow community members. This image development is of fundamental importance. The image of a strong and well, will lead communities categorized as muzakki to agree to channel funds through amil zakat. In contrast to poor imaging, will only result in low participation of muzakki to channel funds through amil institution. Thus, this amil imaging is very strategic.

Accountability, transparency, and corporate culture are the three main things that determine the image of a trustworthy and professional institutions. It must be realized that the profession is not a profession collector side is done with the rest of the time and energy. He takes commitment and seriousness in practice. Amil profession has grown into a new profession in the world of business and industry. So it is not surprising that today's collector profession requires professionalism in practice. This time not a day longer to manage zakat at random, for the purpose of zakat to reduce poverty will never be achieved if the charity is not a professionally managed and transparent.

Third, Is to build the human resources (HR) is ready to fight in developing zakat in Indonesia. On this occasion, the authors propose that formed the Academy of Sciences of Zakat (AIZ) or create concentration within the departement of sharia economic at each campus, as the main center for the printing of the human resources ready to be practitioners of zakat. AIZ or another model should be managed centrally by BAZNAS (Badan Amil Zakat Nasional RI).

Fourth, Improve and enhance the regulations on zakat devices in Indonesia, including the revision of Law No. 38/1999. This is particularly important considering the bill as a formal legal basis for the management of the national charity. Fifth, build databases and muzakki mustahik nationally, thus spreading maps precisely known. Indicator of whether someone is classified as mustahik or muzakki should also be arranged in a clear, precise, and adapted to existing conditions.

Sixth, Creating standardization work mechanism BAZ and LAZ as performance parameters of both institutions. As long as there is no standard in practice. To that end, it has become the most pressing needs that people have a clear measure in controlling the management of zakat in the homeland. Then standardization is also intended as an indicator of transparency and accountability of the institution of zakat.

Seventh, Establishing a system of national charity and independent professionals. This is the ultimate goal should be our common targets. Expected system is a system built on top of the six bases that have been previously described writer. Simply put, these measures can be described as follows.

Conclusion is zakat management development during the last decade have shown very encouraging. Management of zakat that was once held by traditional tithe as its main source, has now undergone significant changes. Sources of zakat in today's modern economy increasingly varied. Zakat management also demanded professionalism and responsibility.
