About 31(thirty one) years ago at Denpasar, 22 January 1990 Our the honour Mr. (RIP) Ali Alatas in The Managing Potential Conflict in the South China Sea : The Workshop Process ( The Tortuous road) said that, "All Southeast Asian states bordering the South China sea share a vital interest in fostering peace, stability and harmonious cooperation in their immediate environment as a necessary condition within which to ensure stability and national development in their respective countries. I am given to understand that instead of focusing on the potentials for conflict, as subsumed in such question as overlapping sovereignty and jurisdictional claims, this Workshop will discuss a wide range of issues and areas of possible cooperation, including in resources management, communication, shipping, navigation and the related aspects of safety maritime passage, environmental protection and scientific research. This is indeed the right approach. for by expanding cooperation in these areas, on the basis of common interest and mutual benefit, a more conducive atmosphere will be created for peaceful cooperation and negotiation in addressing potential conflict situations as well".

Now the potential conflict has happened like the fishing ground conflict. I would like to try sharing my thinking about this to the resilience national approach.  From the LEMHANAS RI (The National Resilience Institue of Republic of Indonesia), "Resilience (Merriam Webster Dictionary) means the ability of entity to anticipate, prepare for, and respond and adapt to incremental change and sudden in order to survive and prosper". The National resilience is the dynamic conditions Indonesian nation which contains tenacity and toughness in face and overcome all threats, disturbances, obstacles and challenges both from outside and from within the country directly or indirectly that could compromise the integrity, identity and survival of the nation and state. The national resilience system through "Gatra Analysis" which consits of The Three Gatra Analysis (the static condition) an The Five Gatra Analysis (the dynamic condition). The Static Condition consists of Geography, Natural Resources and Demography. The geography Indonesia as the archipelago state has many thousands islands, the natural resources Indonesia very wealth with the natural and maritime resources and the demography Indonesia has many people as human resources. The static condition through The Five Gatra Analysis, i try to explain one by one :

1. The Ideology : Indonesia has Pancasila which the ideology for unity in diversity;

2. The Politic : Indonesia has the active free politic and the democracy system in the general election;

3. The Economic : Indonesia has The Economic Pancasila;

4. The Cultural and Social : Indonesia has the unity in diversity;

5. The Security and Defence : Indonesia has the strong TNI-POLRI 

So we hope once day there is no the fishing ground conflict. And we use the sustainability for fishering. Man purposes, God disposes.
